Collective Impact at PEDC

Leading the Charge for an Equitable and Diverse Educator Workforce

At the Pennsylvania Educator Diversity Consortium (PEDC), we recognize the vital role our community plays in driving the Collective Impact framework. Collective Impact is a powerful approach that brings together community members, organizations, and institutions to advance equity by learning together, aligning efforts, and integrating actions to achieve population and systems-level change. As the backbone organization in this movement, PEDC leads a structured and collaborative effort to unite hundreds of individuals and organizations across the state to address the critical and complex issue of diversifying the educator workforce and advancing culturally relevant and sustaining education (CRSE). Through this collaborative network, we are creating real, systemic change across Pennsylvania’s educational landscape, and we are optimistic about the future success of our shared mission.

Collective Impact operates through five core conditions, outlined below, each integral to how we drive progress.

Common Agenda

At PEDC, our mission is clear and urgent: to address the racial disparity in Pennsylvania’s educator workforce. With 94% of teachers being white and almost 40% of students being of color, the need for diverse, culturally relevant, and sustaining educators is more pressing than ever. Our unified vision is to close this gap by cultivating educators equipped to connect to the cultural and lived experiences of every student in Pennsylvania. We want to emphasize that your role in this mission is not just important; it's integral. Your support and contributions are what make our collective impact possible.

Shared Measurement

At PEDC, we prioritize transparency and accountability. We are in the beginning stages of establishing shared metrics across our state and within our regional hubs and working groups. This approach allows us to track progress collectively, ensuring alignment and giving our network data to measure success in policy reform, educator diversity, and CRSE implementation.

Mutually Reinforcing Activities

At PEDC, we maximize our impact by deeply understanding the work of our members and organizations and weaving together their diverse experiences, knowledge, and skills. By integrating the various initiatives within our network, we want to ensure that our actions align with our common agenda of advancing equity through educator diversity and culturally relevant, sustaining education, educators, practices, and systems. Our working groups, such as Policy and Advocacy, CRSE, and Data and Research, bring together members who contribute specialized expertise and innovative strategies. This collaborative approach amplifies individual efforts and strengthens our collective power to drive systemic change across Pennsylvania’s educational landscape.

Continuous Communication

PEDC fosters ongoing communication across our network through newsletters, social media, monthly convenings, cross-sector dialogue, and professional learning sessions. These channels build trust, maintain momentum, and spark innovation and collaboration. By cultivating reciprocal relationships, we create a dynamic exchange of ideas and insights that strengthens our collective efforts as we work together toward our common agenda.

Backbone Support

PEDC plays a crucial role in coordinating and facilitating the collective impact effort. We act as affiliative leaders, focused on building strong relationships and fostering a positive, inclusive culture. We cultivate trust and collaboration across our network by guiding, supporting, and promoting accountability. This approach enables us to align actions toward our common agenda of diversifying the educator workforce and transforming CRSE systems, practices, and educators.

These five conditions form the foundation of PEDC’s work, enabling us to drive policy advocacy, research, shared learning, and resources that support educator diversity. Our collective effort envisions a future where every student in Pennsylvania benefits from an equitable, culturally relevant education led by a diverse and capable educator workforce.
